ಮೈಸೂರು, ಮಾ.೦೮,೨೦೨೬ : ಅಧಿಕಾರ ದುರುಪಯೋಗದ ಆರೋಪ ಎದುರಿಸುತ್ತಿರುವ ಮೈಸೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ ವಿಶೇಷ ತಹಶೀಲ್ದಾರ್ ರಾಜಶೇಖರ್ ಕೆ.ವಿ. ವಿರುದ್ಧ ಶಿಸ್ತು ಕ್ರಮ ಜರುಗಿಸುವ ವಿಚಾರದಲ್ಲಿ ಸರ್ಕಾರ ಮತ್ತೆ ಕಟ್ಟುನಿಟ್ಟಿನ ಸೂಚನೆ ನೀಡಿದೆ.
ಕಾರ್ಯದರ್ಶಿಯವರ ಅನುಮೋದನೆ ಪಡೆಯದೇ ತಮ್ಮ ಹಂತದಲ್ಲಿಯೇ ತಿದ್ದುಪಡಿ ಕ್ರಯಪತ್ರ ನೀಡಿದ ಆರೋಪದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಆಯುಕ್ತಾಲಯ ಹಾಗೂ ಮೈಸೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ ಪ್ರಸ್ತಾವನೆ ಆಧರಿಸಿ ಸರ್ಕಾರ ಈ ಮೊದಲು ರಾಜಶೇಖರ್ ಅವರನ್ನು ಅಮಾನತುಗೊಳಿಸಿ ಇಲಾಖಾ ವಿಚಾರಣೆಗೆ ಆದೇಶಿಸಿತ್ತು. ಜೊತೆಗೆ, ಆರೋಪಿತ ಅಧಿಕಾರಿ ವಿರುದ್ಧ ಕರಡು ದೋಷಾರೋಪಣಾ ಪಟ್ಟಿ ಹಾಗೂ ಸಂಬಂಧಿಸಿದ ಮೂಲ ಅಥವಾ ದೃಢೀಕೃತ ದಾಖಲೆಗಳನ್ನು ಸಲ್ಲಿಸಲು ಸೂಚನೆ ನೀಡಲಾಗಿತ್ತು.
ಆದರೆ, ಅಮಾನತು ಆದೇಶ ಹೊರಡಿಸಿ ಹಲವಾರು ದಿನಗಳು ಕಳೆದರೂ, ಕರಡು ದೋಷಾರೋಪಣಾ ಪಟ್ಟಿ ಅಥವಾ ಸಂಬಂಧಿಸಿದ ಯಾವುದೇ ದಾಖಲೆಗಳು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಕೆಯಾಗಿಲ್ಲ ಎಂದು ತಿಳಿದುಬಂದಿದೆ. ಇದೇ ವೇಳೆ, ಅಮಾನತು ಆದೇಶದಂತೆ ಅಧಿಕಾರಿಯ ಸೇವೆಯನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿರುವ ಬಗ್ಗೆ ಅನುಪಾಲನಾ ವರದಿಯನ್ನೂ ಸರ್ಕಾರಕ್ಕೆ ಕಳುಹಿಸಲಾಗಿಲ್ಲ ಎಂಬುದೂ ಗಮನಕ್ಕೆ ಬಂದಿದೆ.
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಕರ್ನಾಟಕ ನಾಗರೀಕ ಸೇವಾ (ವರ್ಗೀಕರಣ, ನಿಯತ್ರಣ ಮತ್ತು ಮೇಲ್ಮನವಿ) ನಿಯಮಗಳು–1957 ಅನ್ವಯ ಶಿಸ್ತು ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಅಗತ್ಯವಿರುವ ದೋಷಾರೋಪಣಾ ಪಟ್ಟಿ, ಮೂಲ ದಾಖಲೆಗಳು ಹಾಗೂ ಪ್ರಕರಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಎಲ್ಲಾ ದಾಖಲೆಗಳನ್ನು 3 ದಿನಗಳೊಳಗೆ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸುವಂತೆ ನಗರಾಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರಗಳ ಆಯುಕ್ತರು ಮೈಸೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಮತ್ತೊಮ್ಮೆ ಸೂಚಿಸಿದ್ದಾರೆ.
ಸೂಚನೆಯಂತೆ ದಾಖಲೆಗಳನ್ನು ಸಲ್ಲಿಸಲು ವಿಳಂಬವಾದರೆ, ಪ್ರಾಧಿಕಾರದಿಂದ ಸಂಬಂಧಪಟ್ಟ ಪ್ರಸ್ತಾವನೆ ಅಥವಾ ವರದಿ ಸ್ವೀಕೃತವಾಗಿಲ್ಲ ಎಂದು ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ಸಲ್ಲಿಸಲಾಗುವುದು ಎಂದು ಎಚ್ಚರಿಸಲಾಗಿದೆ.
ಆಯುಕ್ತರ ಪ್ರತಿಕ್ರಿಯೆ:
ಸರಕಾರದ ಈ ಪತ್ರಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಎಂಡಿಎ ಆಯುಕ್ತ ಕೆ.ಆರ್.ರಕ್ಷಿತ್ ಅವರನ್ನು ಸಂಪರ್ಕಿಸಿದಾಗ, ಸರಕಾರದಿಂದ ಪತ್ರ ಬಂದಿರುವ ಬಗ್ಗೆ ಸದ್ಯದಲ್ಲೇ ಸೂಕ್ತ ಕ್ರಮ ಜರುಗಿಸಲಾಗುವುದು. ಸರಕಾರ ಕೇಳಿರುವ ಮಾಹಿತಿಗಳನ್ನು ಒದಗಿಸಲಾಗುವುದು ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.

Mysuru: The government has issued a fresh directive regarding disciplinary action against K.V. Rajashekar, Special Tahsildar of the Mysuru Development Authority (MDA), who is facing allegations of misuse of authority.
According to officials, Rajashekar allegedly issued a rectified sale deed on his own authority without obtaining approval from the Secretary. Based on proposals from the Commissionerate and MDA, the government had earlier placed the officer under suspension and ordered a departmental inquiry.
The government had also directed the authorities to submit a draft charge sheet along with original or authenticated supporting documents against the accused officer. However, it has been noted that no draft charge sheet or related documents have been submitted to the government so far.
Further, even after several days of issuing the suspension order, the authorities have not submitted a compliance report confirming the officer’s relief from service, which could lead to delays in the disciplinary proceedings.
In this regard, under the provisions of the Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957, the Commissioner of Urban Development Authorities has again instructed MDA to submit the draft charge sheet, original or authenticated documents, and all related records within three days to facilitate disciplinary action against the officer.
The communication also warns that if the required documents are not submitted without further delay, it will be reported to the government that no proposal or report has been received from the authority.
